Rumah Cemara envisions an Indonesia without discrimination towards people with HIV/AIDS and people who use drugs.

Rumah Cemara uses a peer intervention model in order to increase the quality of life for people with HIV/AIDS and people who use drugs in Indonesia.
Objectives
With both a spirit of peer support and professionalism, Rumah Cemara works to:

Scope
Rumah Cemara’s membership constitutes the largest network of people living with HIV and people who use drugs in West Java. By December 2009, Rumah Cemara has already treated 200 drug users at our Treatment Center. Our membership includes 4,317 people with HIV/AIDS and drug users, and 1,276 people affected by HIV/AIDS within 61 peer support groups, including 3 office locations in Bandung, Sukabumi, and Cianjur.

History
2003
* Rumah Cemara is founded on January 1, 2003 by five recovering drug addicts who believed that if a change was to occur in society, that change must begin from within the community of drug users.* Rumah Cemara is legally instituted as a community-based organization in West Java, and as a work unit from the Insan Hamdani Foundation.
* After establishing a Treatment Center for drug users, the five RC founders realize that the problem of HIV/AIDS was a very serious issue, especially for injecting drug users. They decide to refocus on two target groups, namely people who use drugs and people living with HIV/AIDS, as beneficiaries of their services.
* On March 12, 2003 RC forms a special division named Bandung Plus Support, to provide peer-led services to people with HIV/AIDS from diverse backgrounds through both individual and group approaches.
2004
* Rumah Cemara creates a Harm Reduction division for outreach to populations most at risk of contracting HIV, like drug users, male and female sex workers, and prisoners.2005
* Rumah Cemara opens branch offices in the cities of Sukabumi and Cianjur, because services for drug users and people with HIV/AIDS is in suffcient in both cities, despite the high number of people in need of these services.2006
* The Rumah Cemara Interminal Football Club is founded, engaging staff and members as players in weekly football matches, including matches at prisons, to reduce discrimination about HIV/AIDS and prove that addiction and HIV can be overcome.2007
* Bandung Plus Support is officially named the Provincial Initiating Group of West Java by Spiritia, the National Network of HIV/AIDS support groups.2008
* Rumah Cemara begins a mobile clinic program to provide basic health services to people in rural areas of Bandung who otherwise have no access, while simultaneously decreasing the stigma around HIV/AIDS.2009
• Rumah Cemara is named an official Linking Organization of the International HIV/AIDS Alliance.2010
• Rumah Cemara launches a fundraising campaign called “For Life” to engage the local general public as RC supporters.• RC Interminal FC is invited to represent Indonesia at the international tournament The Homeless World Cup.

Peer Services
Rumah Cemara’s Peer Services Unit manages our three programmatic sub-Units, through which we pursue our vision of an Indonesia without discrimination towards people with HIV/AIDS and people who use drugs, and implement our mission of improving the quality of life for people who use drugs and people living with HIV/AIDS through peer interventions. Drug Addiction Treatment Center
At the core of Rumah Cemara’s target population are people who use drugs. Our Treatment Center combines the Therapeutic Community and the Twelve Steps models with both a peer and professional approach. Residents undergo 6-9 months of treatment within both in-patient and out-patient periods. As of December 2009, 200 residents have graduated successfully through the Rumah Cemara program since 2003.HIV/AIDS Peer Support: Bandung Plus Support
Bandung Plus Support began as a Peer Support Group based on the needs of its members, and then grew into an individual case management approach to HIV/AIDS, in which staff accompany clients to the hospital for testing and treatment and make home visits to offer support and information to the family of people with HIV/AIDS. Rumah Cemara now maintains a growing network of 61 peer support groups across West Java, and the total number of members as of December 2009 is 5,593 people living with or affected by HIV/AIDS. Bandung Plus Support runs its Program in coordination with hospitals, the Ministries of Health and Social Welfare, Red Cross Indonesia, Prisons, and other NGOs.Community Outreach
Rumah Cemara conducts intensive outreach with both populations at high risk of contracting HIV, and with the general public. We outreach primarily to communities of drug users, prisoners, and sex workers with a clean needle exchange program and free condom distribution program. Since starting in September 2004, we have expanded our services to the cities of Cianjur and Sukabumi, distributing over 35,558 clean needles and 38,375 condoms, and reaching approximately 2,240 injecting drug users, 3,256 prisoners, 214 female sex workers, and 959 clients of sex workers. We also work in cooperation with community health centers in order to provide harm reduction services.In order to reach the general public, Rumah Cemara runs a mobile health clinic that has already provided basic healthcare services on 156 field visits to 7,039 people living in rural areas with no access to health care. Additionally, in 2010, Rumah Cemara started a community-based fundraising campaign called “For Life” to engage the general public as creators of concerts, football tournaments, and other creative events that bring education to the public about drug addiction and HIV/AIDS. HIV/AIDS
Rumah Cemara sees HIV/AIDS as a complex problem requiring holistic approaches. People living with the virus and the general public must support each other’s efforts, as we believe that efforts to tackle HIV/AIDS will be most effective and efficient with the meaningful involvement of people with HIV/AIDS.
ADDICTION
Rumah Cemara views addiction as a chronic recurring condition with physical, psychological, social, and spiritiual implications. We believe in that the peer approach, combined with professional attention, is an effective intervention for addicts and their families to understand and deal with their addiction.
Rumah Cemara at the Intersection
Indonesia’s HIV/AIDS epidemic is driven largely by drug abuse, and Rumah Cemara therefore offers services that address both health conditions. We believe that by controlling HIV within most at risk communities - namely drug users, sex workers, and prisoners - we can prevent HIV from spreading into a generalized epidemic.

- 3.6 million drug users in Indonesia
- 320,000 people with HIV/AIDS in Indonesia, considered "the tip of the iceberg"
- 5,191 reported cases of HIV/AIDS in West Java, though realistic estimates reach 130,000
- 60% of male and female injecting drug users are living with HIV in West Java
- 20% of 100,000 prisoners in Indonesia are living with HIV
- 85% of people living with HIV in need of lifesaving AIDS medicine still do not receive it
- Less than 4% of pregnant women living with HIV have access to Prevention of Mother to Child Transmission programs
The AIDS epidemic in Indonesia is a dangerous "iceberg phenomenon." Because the stigma towards people living with HIV is so high, reported cases of HIV/AIDS are only a small percentage of the actual situation. Injecting drug use drives the national epidemic, however HIV continues to spread outside of the drug use community, to housewives who are unaware of their husband’s infection; to children whose mothers don’t realize they are infected; to young people who do not know the consequences of risky sexual behavior and drug use.
West Java is the province with the highest number of people living with HIV, and therefore Rumah Cemara works everyday providing both prevention and care services to the West Java community. In Indonesia, there is a great need for both prevention services to decrease new infections as well as Care, Support, and Treatment services to empower people already living with HIV to live healthy lives.
